This paper briefly explores the rule set giving rise to Australia’s claim of “overachievement”, including the assumptions made in establishing Australia’s budgets for the first and second Kyoto Protocol commitment periods, as well as the key assumptions underlying Australia’s 2020 Cancun Agreement target. It considers the rules in place to address carryover within the Kyoto Protocol, and the source, nature and quantum of the allowances and emission reduction units Australia tags as constituting its “overachievement.”
